Hubert Namani, president of the Papua New Guinea Law Society, is at the center of efforts to protect his country’s democracy. A lawyer and leader, Namani’s influence reaches courts, communities, and international forums. In an exclusive interview, he spoke openly about the challenges facing PNG’s legal and democratic systems: electoral flaws, legislative overreach, and controversies over legal honors. He also shared his vision for reform based on integrity, inclusion, and the rule of law.

Namani’s commitment to justice is personal. Guided by his alma mater De La Salle High School’s motto, “For God and Country,” he has spent decades pushing for a legal system that serves the public good. A Democracy Under Strain

Namani is direct about PNG’s democratic challenges. He warned of “democracy under demolition through legislative overreach,” pointing to bills that “undermine judicial accountability, erode institutional checks and balances, and shield enforcement bodies from scrutiny.” These threaten the constitutional order PNG citizens depend on.

He led the Law Society’s Rule of Law March, which gained support across PNG and the Commonwealth. “Our colleagues across the Commonwealth, many of whom now stand ready to support PNG, resonated with our professional stand,” Namani said. The march was a call to action, showing the legal community will not let democratic norms fade quietly.

At international meetings, Namani has raised these issues and gained allies who see PNG’s problems as part of a global pattern. But he stresses that the fight must start at home.

Electoral Reform: A Critical Moment

Namani calls PNG’s electoral system “a critical juncture.” “My concerns remain and are ongoing,” he said. “While we continue to advocate for genuine and comprehensive electoral reform, progress has been frustratingly slow.”

The problems are serious: flawed voter rolls, election-day violence, abuse of process, and political interference. “Elections are the cornerstone of any democracy,” he said. “If the processes that underpin them are compromised, then the legitimacy of those elected—and the government—becomes questionable.”

Namani has seen the damage first-hand: disorganization, disenfranchisement, and violence that have marred elections. “We cannot afford another election marred by these issues,” he said. He called for a sweeping overhaul focused on strengthening the Electoral Commission’s independence, improving voter rolls, and cracking down on misconduct. “We must look seriously at how we safeguard the integrity of the outcome so that leaders are truly chosen by the people, not by manipulation or intimidation,” he urged.

Under Namani’s leadership, the Law Society continues to push for reform. “We will continue to push for this agenda not as a political actor, but as a guardian of constitutional democracy and good governance,” he said.

The King’s Counsel Controversy

Recent King’s Counsel titles issued by PNG’s Attorney General sparked backlash. “The Bench and Bar do not recognize King’s Counsel titles issued recently,” Namani said flatly. For him, this is about trust.

“Titles such as King’s Counsel are not merely ceremonial,” he explained. “They represent the pinnacle of legal excellence and ethical integrity. They must be awarded on clear merit, through a transparent and accountable process that upholds public confidence.” Without that, the honor loses value. “The legitimacy of such honors rests not in the title itself, but in the integrity of the process behind it.”

Namani’s view echoes a wider message. In a country grappling with declining trust, transparency is essential.

Leadership Beyond Law

Namani also leads in civil aviation and landowner governance, juggling complex roles. His approach is values-based, grounded in “integrity, legal discipline, and inclusive consultation.”

Aviation demands strict safety. Land governance requires balancing customary rights with modern development, ensuring fair benefits for communities. Namani says the common thread is serving the public interest “with transparency, fairness, and respect for institutional processes.”

He insists decisions must be lawful and build trust. “They must reflect stakeholder voices and promote long-term sustainability.” His goal is clear: inclusive and accountable leadership that looks ahead.

A Personal Legal Mission

Namani’s work is rooted in his alma mater’s motto: “For God and Country.” Whether in court, mentoring, or challenging laws that threaten the Constitution, this guides him.

At Namani & Associates, he has built a firm focused on public service as well as legal practice. “We have remained committed to mentoring young lawyers, building institutional capacity, and aligning legal practice with public interest,” he said. His leadership in the Rule of Law March and warnings about democratic decline underline his mission to protect PNG’s legal system.
