Her Excellency Winnie Anna Kiap CBE has been appointed as the new Chair of the Commonwealth Foundation, following approval from Commonwealth Heads of Government last week. Kiap succeeds Dato’ Sudha Devi K.R. Vasudevan, who held the position since 2020.
This appointment marks a significant milestone for both Papua New Guinea and the Pacific region, as Kiap becomes the fourth woman to lead the Foundation. The Commonwealth Foundation is one of three key intergovernmental agencies within the Commonwealth, dedicated to supporting civil society and advocating for the interests of its 2.7 billion citizens. As Chair, Kiap will guide Board meetings that shape the Foundation’s strategic direction and initiatives aimed at amplifying the voices of Commonwealth citizens.
Kiap brings extensive experience in diplomacy and governance to her new role. She served as Papua New Guinea’s High Commissioner to the United Kingdom from 2011 to 2022 and was involved with various international organizations, including chairing the Commonwealth Secretariat Board of Governors. Her previous roles also include being Papua New Guinea’s longest-serving and first female Cabinet Secretary.
Prime Minister James Marape expressed pride in Kiap’s appointment, calling it a historic achievement that recognizes her professional capabilities and enhances the Pacific’s presence in global leadership roles. He emphasized that this is a proud moment for Papua New Guinea and a landmark achievement for women in leadership positions across the region.
Director-General of the Commonwealth Foundation, Dr. Anne T. Gallagher AO, welcomed Kiap’s appointment, highlighting her wealth of experience as invaluable for navigating upcoming challenges and opportunities within the Foundation. The outgoing Chair, Dato’ Sudha Devi K.R. Vasudevan, also congratulated Kiap, expressing confidence in her leadership abilities to guide the Foundation toward greater achievements.
The Commonwealth Foundation plays a vital role in promoting participatory governance, democracy, and human rights through its annual grants program and various cultural initiatives, including the prestigious Commonwealth Short Story Prize.
